The Commonwealth Financing Authority voted unanimously to borrow $30 million to fund the PA Sunshine Program. The Sunshine Program aims to make solar systems more affordable for home owners by providing rebates to cover up to 35 percent of the cost of solar-power systems. Since the average 5-kilowatt residential system costs $35,000 to $40,000, rebates could save home owners $12,000 to $14,000. The Department of Environmental Protection, which will administer the Sunshine Program, expects rebate applications to be available within two weeks (from April 15, 2009).
